Narrative:

This is the second time I have been cleared for takeoff with the preceding departure still on the runway. In fact, it had not even rotated. This is a very unsafe condition. What happens if the jet in front of me aborts. Am I supposed to fly the airplane, monitor the engines, and make sure that the aircraft in front of me really takes off. The first time I was slow in adding power so tower penalized me by having us clear the runway and get back in line for takeoff. Last time the controller's exact words were 'he will be 6000 ft down the runway.' we had 5 KTS of tailwind and he did not rotate until well over 6000 ft down the runway. The last time I was required to do formation takeoffs I had an ejection seat and no passenger on board. I will not go to takeoff power until I am assured that the aircraft in front of me will really take off. This is not a safe procedure.
