Narrative:
Location-bravo hold short point on ground. We were cleared to taxi and hold short of runway 04L at the bravo hold point behind an MD80. After a landing aircraft cleared our path, both the MD80 and us were cleared to taxi on taxiway B to cross the approach end of runway 04L. We also had clearance to taxi via taxiway V to hold short of runway 9. The MD80 taxied fairly slowly and both us and them had been cleared to change over to other tower frequencys. As we taxied around the approach end of runway 04L, a propeller over flew our aircraft by approximately 100-200 ft. When we were on tower frequency 119.1, I asked if this was common practice and they said no and they had been trying to get the MD80 to speed up their taxi speed. Callback conversation with reporter revealed the following information: reporter clarified statement stating the other aircraft was an air carrier turboprop and did land runway 4L, overflying his aircraft by less than 200 ft. When changed to local control for departure, he questioned the tower's operation. The reporter stated that the tower appeared unaware of the overfly situation.

Title: A F100, TAXIING ON TXWY B ENRTE TO RWY 9, HAS AN ACR TURBOPROP OVERFLY THEIR ACFT 100-200 FT LNDG RWY 4L AND QUESTIONS TWR.
Narrative: LOCATION-BRAVO HOLD SHORT POINT ON GND. WE WERE CLRED TO TAXI AND HOLD SHORT OF RWY 04L AT THE BRAVO HOLD POINT BEHIND AN MD80. AFTER A LNDG ACFT CLRED OUR PATH, BOTH THE MD80 AND US WERE CLRED TO TAXI ON TXWY B TO CROSS THE APCH END OF RWY 04L. WE ALSO HAD CLRNC TO TAXI VIA TXWY V TO HOLD SHORT OF RWY 9. THE MD80 TAXIED FAIRLY SLOWLY AND BOTH US AND THEM HAD BEEN CLRED TO CHANGE OVER TO OTHER TWR FREQS. AS WE TAXIED AROUND THE APCH END OF RWY 04L, A PROP OVER FLEW OUR ACFT BY APPROX 100-200 FT. WHEN WE WERE ON TWR FREQ 119.1, I ASKED IF THIS WAS COMMON PRACTICE AND THEY SAID NO AND THEY HAD BEEN TRYING TO GET THE MD80 TO SPEED UP THEIR TAXI SPEED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR CLARIFIED STATEMENT STATING THE OTHER ACFT WAS AN ACR TURBOPROP AND DID LAND RWY 4L, OVERFLYING HIS ACFT BY LESS THAN 200 FT. WHEN CHANGED TO LC FOR DEP, HE QUESTIONED THE TWR'S OP. THE RPTR STATED THAT THE TWR APPEARED UNAWARE OF THE OVERFLY SIT.
