Narrative:
I was working the east departure position. I received a pointout on the SF34 descending to 3000 ft for a visual approach to runway 22 at dca. Subsequently, adw departed the DC9. (Both airports in so confign.) the DC9 checked on out of 1000 ft for 3000 ft MSL. I radar idented the aircraft and climbed to 5000 ft. Our LOA with adw states that in a south operation, all act off of adw fly runway heading. We had level 6 thunderstorm activity near bwi and I had another aircraft deviating south of the WX. I got on the landline to coordinate the deviation with ZDC. The approach controller working the SF34, yelled as to what I was doing with the DC9! I got off the landline and told the DC9 to stop his climb immediately, and vectored the aircraft to a 360 degree heading. The DC9 stopped at 2500 ft then descended on his own to 2000 ft. Additionally, the approach controller climbed the SF34 to 4000 ft. When queried, the DC9 pilot stated adw tower issued the vector as his departure clearance. Note: less than 1 hour prior, both airports were in a north confign, and the LOA states that adw departures, on the DC9's route, turn to a heading of 050 degrees. I assume the aircraft received a north departure clearance and it was never changed when the airports went south!

THE APCH CTLR WORKING THE SF34, YELLED AS TO WHAT I WAS DOING WITH THE DC9! I GOT OFF THE LANDLINE AND TOLD THE DC9 TO STOP HIS CLB IMMEDIATELY, AND VECTORED THE ACFT TO A 360 DEG HDG. THE DC9 STOPPED AT 2500 FT THEN DSNDED ON HIS OWN TO 2000 FT. ADDITIONALLY, THE APCH CTLR CLBED THE SF34 TO 4000 FT. WHEN QUERIED, THE DC9 PLT STATED ADW TWR ISSUED THE VECTOR AS HIS DEP CLRNC.
