Narrative:
Cleared on route to FL280. Climbing through FL190, first officer's windscreen outer pane suddenly shattered. We leveled off, requested descent to 10000 ft. First officer donned goggles, read the QRH procedures and we elected to return to phl. Landed uneventfully on runway 27R.

Narrative: CLRED ON RTE TO FL280. CLBING THROUGH FL190, FO'S WINDSCREEN OUTER PANE SUDDENLY SHATTERED. WE LEVELED OFF, REQUESTED DSCNT TO 10000 FT. FO DONNED GOGGLES, READ THE QRH PROCS AND WE ELECTED TO RETURN TO PHL. LANDED UNEVENTFULLY ON RWY 27R.
