Narrative:

Student requested an air taxi to other side of airport and controller issued clearance via txwys. Controller did not seem to understand air taxi versus hover taxi. After student started to air taxi, controller #2 came on with clearance and no other aircraft were involved. Controller stated that airport had a policy of only hard surface operations. I explained it was hard to air taxi via a surface taxi route with sharp turns at the speed required. The controller then implied that there would be no more air taxi operations at the airport.

Title: A ROTARY WINGED TRAINING FLT REQUESTS AN 'AIR TAXI' TYPE PROC AT A TWRED ARPT, CREATING SOME CONFUSION REGARDING THE 'AIR TAXI' REQUEST AT AZO, MI.

Narrative: STUDENT REQUESTED AN AIR TAXI TO OTHER SIDE OF ARPT AND CTLR ISSUED CLRNC VIA TXWYS. CTLR DID NOT SEEM TO UNDERSTAND AIR TAXI VERSUS HOVER TAXI. AFTER STUDENT STARTED TO AIR TAXI, CTLR #2 CAME ON WITH CLRNC AND NO OTHER ACFT WERE INVOLVED. CTLR STATED THAT ARPT HAD A POLICY OF ONLY HARD SURFACE OPS. I EXPLAINED IT WAS HARD TO AIR TAXI VIA A SURFACE TAXI RTE WITH SHARP TURNS AT THE SPD REQUIRED. THE CTLR THEN IMPLIED THAT THERE WOULD BE NO MORE AIR TAXI OPS AT THE ARPT.
