Narrative:
The bizjet suddenly appeared at about 3 O'clock position (to my right) at probably less than 2000 ft away. I don't think I saw it until the aircraft turned away from me. We were below the andrews AFB class B airspace floor right at the shore of the chesapeake bay. A contributing factor is using a new handheld GPS for the first time. This may have distraction me from my normal traffic scan. After the near miss, I confirmed my altitude of 2000 ft. Upon approaching sby, I verified my altimeter setting was within 100 ft.

Title: A LOW TIME PA28-181 PVT PLT AT 2000 FT HAS AN NMAC WITH A TWIN ENG BIZJET 13 MI NE OF OTT, MD.
Narrative: THE BIZJET SUDDENLY APPEARED AT ABOUT 3 O'CLOCK POS (TO MY R) AT PROBABLY LESS THAN 2000 FT AWAY. I DON'T THINK I SAW IT UNTIL THE ACFT TURNED AWAY FROM ME. WE WERE BELOW THE ANDREWS AFB CLASS B AIRSPACE FLOOR RIGHT AT THE SHORE OF THE CHESAPEAKE BAY. A CONTRIBUTING FACTOR IS USING A NEW HANDHELD GPS FOR THE FIRST TIME. THIS MAY HAVE DISTR ME FROM MY NORMAL TFC SCAN. AFTER THE NEAR MISS, I CONFIRMED MY ALT OF 2000 FT. UPON APCHING SBY, I VERIFIED MY ALTIMETER SETTING WAS WITHIN 100 FT.
