Narrative:
Previous instruction was to climb/maintain 10000 ft. Approaching 8000 ft, our TCASII issued a TA. We started to search, but could not see other aircraft (aircraft Y E135) due to scattered clouds. I recall the controller issuing instructions to aircraft Y, but not specifically what. Shortly thereafter, the controller issued a TA, and then, simultaneously, we received an RA from the TCASII, and the controller issued instructions for an immediate turn. After that, the TCASII 'descend' and 'increase descent' commands cut out the controller. We finally saw the other aircraft, and maintained visual separation.

Title: AN E145 CREW SIMULTANEOUSLY RECEIVED A TCASII RA AND A VECTOR FROM NEW YORK TRACON.
Narrative: PREVIOUS INSTRUCTION WAS TO CLB/MAINTAIN 10000 FT. APCHING 8000 FT, OUR TCASII ISSUED A TA. WE STARTED TO SEARCH, BUT COULD NOT SEE OTHER ACFT (ACFT Y E135) DUE TO SCATTERED CLOUDS. I RECALL THE CTLR ISSUING INSTRUCTIONS TO ACFT Y, BUT NOT SPECIFICALLY WHAT. SHORTLY THEREAFTER, THE CTLR ISSUED A TA, AND THEN, SIMULTANEOUSLY, WE RECEIVED AN RA FROM THE TCASII, AND THE CTLR ISSUED INSTRUCTIONS FOR AN IMMEDIATE TURN. AFTER THAT, THE TCASII 'DSND' AND 'INCREASE DSCNT' COMMANDS CUT OUT THE CTLR. WE FINALLY SAW THE OTHER ACFT, AND MAINTAINED VISUAL SEPARATION.
