Narrative:
Heavy aircraft, unable to use most suitable runway 14 (wind 140 degrees at 22 KTS) due to terrain problems. Runway 6L noise sensitive, has an impossible to predict departure SID. Captain must predict, prior to takeoff, if he will make 2000 ft and be turning prior to anc 10 DME. He must tell tower prior to takeoff if he is unable. This is impossible to do, which puts pilots in the position of saying they cannot make the altitude/DME and possibly have takeoff canceled or attempt to make a climb at a speed too slow, followed by a turn to 190 degrees also at too slow a speed, with resulting potential catastrophic results. In such high mountainous terrain the SID should be changed to preclude this hazardous choice. A lower altitude for a turn or longer straight climb before the turn are the obvious options. We were forced to turn before 2000 ft to make the anc 10 DME limit.

Title: A WDB CREW EXPRESSING CONCERNS ABOUT PANC AND THE ANC 3 SID.
Narrative: HVY ACFT, UNABLE TO USE MOST SUITABLE RWY 14 (WIND 140 DEGS AT 22 KTS) DUE TO TERRAIN PROBS. RWY 6L NOISE SENSITIVE, HAS AN IMPOSSIBLE TO PREDICT DEP SID.
