Second event in 2 days. I gotta eat more lucky charms for breakfast! Sbound on taxiway Z from FBO, we had been instructed to taxi to runway 19L (the dulles idea of efficiency) and hold short of taxiway a on the way. We heard aircraft Y heavy call for taxi from the cargo ramp and requested runway 1R. My recollection of the ground controller's response was something similar to, 'uh, it'll be runway 19L, sir, we're landing south.' I don't recall the controller issuing a taxi clearance, he certainly did not instruct aircraft Y to give way to us. Being gun-shy from the day before, I already had the taxi lights on for this encounter, but he pulled out in front of us anyway. I'm not sure whether nobody is taught to look out the windows anymore, whether they just don't see, or what. I see this same sort of thing in many pilots -- they've got a clearance and it's like having diplomatic immunity, so there's no further need to look outside for anything. It's amazing to me how long it takes for a consistently unsolicited 'clear right,' to emanate from that seat every time the airplane is changing direction, taking a runway, joining a taxiway from a high speed turnoff or whatever. But they do eventually get the message. My concern is they never got the message when they were learning to fly.

Title: COMMANDER 690 PLT ABRUPTLY STOPS TAXIING AT IAD DURING TAXI OUT FOR AN AIRBUS A300 ALSO TAXI OUT OF HIS RAMP AREA ONTO THE SAME TXWY WITHOUT LOOKING FIRST FOR TFC OR INSTRUCTED BY GND CTLR TO HOLD. THIS WAS THE SECOND DAY THAT THE RPTR HAD TO ABRUPTLY STOP TAXIING TO GAVE AWAY TO ANOTHER ACFT.

I DON'T RECALL THE CTLR ISSUING A TAXI CLRNC, HE CERTAINLY DID NOT INSTRUCT ACFT Y TO GIVE WAY TO US. BEING GUN-SHY FROM THE DAY BEFORE, I ALREADY HAD THE TAXI LIGHTS ON FOR THIS ENCOUNTER, BUT HE PULLED OUT IN FRONT OF US ANYWAY. I'M NOT SURE WHETHER NOBODY IS TAUGHT TO LOOK OUT THE WINDOWS ANYMORE, WHETHER THEY JUST DON'T SEE, OR WHAT. I SEE THIS SAME SORT OF THING IN MANY PLTS -- THEY'VE GOT A CLRNC AND IT'S LIKE HAVING DIPLOMATIC IMMUNITY, SO THERE'S NO FURTHER NEED TO LOOK OUTSIDE FOR ANYTHING. IT'S AMAZING TO ME HOW LONG IT TAKES FOR A CONSISTENTLY UNSOLICITED 'CLR R,' TO EMANATE FROM THAT SEAT EVERY TIME THE AIRPLANE IS CHANGING DIRECTION, TAKING A RWY, JOINING A TXWY FROM A HIGH SPD TURNOFF OR WHATEVER. BUT THEY DO EVENTUALLY GET THE MESSAGE. MY CONCERN IS THEY NEVER GOT THE MESSAGE WHEN THEY WERE LEARNING TO FLY.
