Narrative:
Twice on radar vectors into rome, approach gave us a descent to 3000 ft with the qnh and a radar heading. We were on the 070 degree radial of tarquinia VOR at 6000 ft on first contact with rome approach. All headings, altitudes, and qnh's were read back as given. We had 4 people in the cockpit all on headsets. Everyone understood and heard the instructions to descend to 3000 ft. Rome approach said they never gave us a descend to 3000 ft. Rome approach always called us 'XXX-YYY-ab.' and I answered always 'xy-ab.' approach appeared to be operating 2 frequencys at the same time. After discovering we were descending to 3000 ft, rome approach instructed us to climb immediately to 6000 ft then changed it to 5000 ft. Rome approach gave us a couple of radar vectors to the runway 16R localizer and contacted the tower.

Title: A DC10 CREW ON APCH TO ROME RECEIVED A CLRNC TO DSND TO 3000 FT WITH A READBACK. ROME APCH DENIED ISSUING THE CLRNC.
Narrative: TWICE ON RADAR VECTORS INTO ROME, APCH GAVE US A DSCNT TO 3000 FT WITH THE QNH AND A RADAR HDG. WE WERE ON THE 070 DEG RADIAL OF TARQUINIA VOR AT 6000 FT ON FIRST CONTACT WITH ROME APCH. AFTER DISCOVERING WE WERE DSNDING TO 3000 FT, ROME APCH INSTRUCTED US TO CLB IMMEDIATELY TO 6000 FT THEN CHANGED IT TO 5000 FT. ROME APCH GAVE US A COUPLE OF RADAR VECTORS TO THE RWY 16R LOC AND CONTACTED THE TWR.
