Narrative:
Aircraft X IFR from hop to spa to locas to sdz to pob. ZTL handed aircraft off to me 15 NM east of clt descending to 15000 ft. I descended aircraft to 11000 ft. Automatic handoff to ZDC did not work. I tried twice to manually hand aircraft off using ARTS keyboard. Aircraft would not flash to ZDC. Had to use landline to make verbal handoff.
