Narrative:
I entered the pattern VFR when the IFR light was lit at the field. I landed, then filed an IFR flight plan. I could not raise ZMP from the ground and the local frequency for huron approach also did not work. I took off, believing I could maintain VFR and pick up my clearance when I was airborne and communicating with ATC. I could not reach ATC while airborne, so I landed again and called FSS on the telephone. I received my clearance from FSS and departed IFR. I failed to recognize that the IFR light meant I could not land without SVFR clearance, or take off again without IFR or SVFR clearance. Contributing factors included ceiling nearly 1000 ft AGL, good visibility, and non functioning local approach frequency and center frequency, as well as my failure to apply my knowledge of the regulations on VFR flight. Corrective action was landing and obtained IFR clearance from FSS. Recurrence will be prevented by my review of the regulations periodically.

Title: C182 PLT FLEW VFR IN IMC CONDITIONS AT BKX.
Narrative: I ENTERED THE PATTERN VFR WHEN THE IFR LIGHT WAS LIT AT THE FIELD. I LANDED, THEN FILED AN IFR FLT PLAN. I COULD NOT RAISE ZMP FROM THE GND AND THE LCL FREQ FOR HURON APCH ALSO DID NOT WORK. I TOOK OFF, BELIEVING I COULD MAINTAIN VFR AND PICK UP MY CLRNC WHEN I WAS AIRBORNE AND COMMUNICATING WITH ATC. I COULD NOT REACH ATC WHILE AIRBORNE, SO I LANDED AGAIN AND CALLED FSS ON THE TELEPHONE. I RECEIVED MY CLRNC FROM FSS AND DEPARTED IFR. I FAILED TO RECOGNIZE THAT THE IFR LIGHT MEANT I COULD NOT LAND WITHOUT SVFR CLRNC, OR TAKE OFF AGAIN WITHOUT IFR OR SVFR CLRNC. CONTRIBUTING FACTORS INCLUDED CEILING NEARLY 1000 FT AGL, GOOD VISIBILITY, AND NON FUNCTIONING LCL APCH FREQ AND CTR FREQ, AS WELL AS MY FAILURE TO APPLY MY KNOWLEDGE OF THE REGS ON VFR FLT. CORRECTIVE ACTION WAS LNDG AND OBTAINED IFR CLRNC FROM FSS. RECURRENCE WILL BE PREVENTED BY MY REVIEW OF THE REGS PERIODICALLY.
