Narrative:

Landing at pierre regional airport on runway 25. Wind was 280 degrees at 11 KTS. Touchdown on left of center of runway was smooth. Aircraft was rolling out when it started to turn to right. It would not respond to left rudder. This aircraft is a tail dragger. I had to turn sharper to right to avoid runway light on right side of runway. Aircraft departed runway onto grass, made a 180 degree turn and landing gear collapsed. Damage to landing gear and wing skin. I am still not sure why it didn't respond to left rudder. Postflt indicated both brakes were not grabbing. I didn't use brakes until turn to right after leaving runway.

Title: BELLANCA 14 (TAILWHEEL TYPE) PLT LOST DIRECTIONAL CTL DURING LNDG AT AN UNCTLED ARPT RESULTING IN GOING OFF THE R SIDE OF THE RWY WHERE THE GEAR COLLAPSED CAUSING DAMAGE TO THE BOTTOM OF THE WING SKIN AND LNDG GEAR.

IT WOULD NOT RESPOND TO L RUDDER. THIS ACFT IS A TAIL DRAGGER. I HAD TO TURN SHARPER TO R TO AVOID RWY LIGHT ON R SIDE OF RWY. ACFT DEPARTED RWY ONTO GRASS, MADE A 180 DEG TURN AND LNDG GEAR COLLAPSED. DAMAGE TO LNDG GEAR AND WING SKIN. I AM STILL NOT SURE WHY IT DIDN'T RESPOND TO L RUDDER. POSTFLT INDICATED BOTH BRAKES WERE NOT GRABBING. I DIDN'T USE BRAKES UNTIL TURN TO R AFTER LEAVING RWY.
