Narrative:
Unable to pressurize cabin with engine bleeds during climb. Leveled at 10000 ft, on course from ind to ZZZ, first officer, with APU bleed maintaining pressurization. Decided to divert to sdf. On descent, cabin report smoke (electrical smell) mid cabin. Donned oxygen masks and goggles. Had check airman in jump seat perform emergency checklist while I (PF) flew vector to ILS approach. I noted that air conditioning duct temperature 30 degrees C and shut down both air conditioning packs below 5000 ft. Advised ATC of overweight landing (+10000 pounds in fuel) and smoke situation. They got all the crash fire rescue equipment out in mins before touchdown. Touchdown was smooth and uneventful. After rollout, I checked with cabin -- other than hot, smoke head ceased. Taxi to gate and deplaned. Maintenance found an air conditioning pack electronic control box in the east&east compartment had become 'unracked' -- loose! They reinserted and system checked good. Maintenance stated that no work had been performed recently in the east&east compartment. Only access I'm aware of was previous week when clearing customs. Upon return to aircraft from customs, I found the east&east compartment hatch (behind nose gear) open. Assumed that customs had opened for inspection. Since we're on the 'aoa' of the international ramp at ind, I didn't think too much of it. Not sure what to think now! While it is a written SOP to check, the east&east international flts, no one does. While the purpose is for contraband, a thorough preflight never hurts, except for maintaining schedule integrity. Wonder what my chief pilot would say when I depart late because I spent time in the east&east compartment!

SINCE WE'RE ON THE 'AOA' OF THE INTL RAMP AT IND, I DIDN'T THINK TOO MUCH OF IT. NOT SURE WHAT TO THINK NOW! WHILE IT IS A WRITTEN SOP TO CHK, THE E&E INTL FLTS, NO ONE DOES. WHILE THE PURPOSE IS FOR CONTRABAND, A THOROUGH PREFLT NEVER HURTS, EXCEPT FOR MAINTAINING SCHEDULE INTEGRITY. WONDER WHAT MY CHIEF PLT WOULD SAY WHEN I DEPART LATE BECAUSE I SPENT TIME IN THE E&E COMPARTMENT!
