Narrative:
After a normal departure from iah, we noticed that the cabin altitude was climbing. We contacted ATC and initiated a descent in order to achieve an altitude where we could safely troubleshoot the problem. The QRH was referenced and I instructed the first officer to declare an emergency. While covering the QRH items, the first officer rechked the overhead pressurization panel, then the first officer noticed that the bleeds were not configured correctly. The first officer reset the bleeds. This corrected the problem. We notified ATC and our company operations and continued to bhm. Cause of problem: oversight in completion after takeoff checklist.
