Narrative:
My wife and I were flying to lnr. Winds were light from 260 degrees at 5 KTS, clear, 10 mi. Reported on CTAF 10 mi west, 5 mi west and diverted slightly south at pattern altitude to enter 45 degree left downwind to runway 27. Saw that the local 'non pilots' were flying as hangar door was open, so extra vigilant. Wife was also carefully scanning for traffic. Announced downwind, base, final. No one in the air and no one on runway or txwys or runup area when we turned final. Normal landing and after flare, lowered the nose to see a wag-aeronautical cub look-alike coming nose-to-nose. I had no airspeed to go around but cub pulled up and veered right as I steered for the grass. Taxied to hangars and saw the cub land. Went over and asked if he knew what he did. He apologized profusely. He was parked when I turned final and he just taxied and took off from the parking lot. He and son admitted they were wrong. Other son inside FBO heard all my announcements and could not understand why his father was taking off. They had a handheld scanner in plane, storing dead batteries. We got tail number and have since learned many pilots have complained about this plane. None of them have a license, private or student, no medical and they give rides! FAA can do nothing as no certificates to revoke and no airworthiness certificate to revoke on plane. No CFI in the area will train them due to 'government be damned,' I'll do what I want attitude. I'm not sure what else I could have done, other than be certain to watch parking lot for departing aircraft. Callback conversation with reporter revealed the following information: reporter stated that this incident, as well as many others by other pilots, has been reported to the FAA FSDO who has been out investigating the individuals involved with this, and other, ultralights. He is also aware that they are prohibited from carrying passenger. Therefore, he believes that the ultralight vehicle operators will 'clean up their act' and conform to safe flying procedures. He further advised that the ultralights look just like the original certified piper cub, so that it is difficult to recognize any difference. They have 65-85 horse power engines.

HE AND SON ADMITTED THEY WERE WRONG. OTHER SON INSIDE FBO HEARD ALL MY ANNOUNCEMENTS AND COULD NOT UNDERSTAND WHY HIS FATHER WAS TAKING OFF. THEY HAD A HANDHELD SCANNER IN PLANE, STORING DEAD BATTERIES. WE GOT TAIL NUMBER AND HAVE SINCE LEARNED MANY PLTS HAVE COMPLAINED ABOUT THIS PLANE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THIS INCIDENT, AS WELL AS MANY OTHERS BY OTHER PLTS, HAS BEEN RPTED TO THE FAA FSDO WHO HAS BEEN OUT INVESTIGATING THE INDIVIDUALS INVOLVED WITH THIS, AND OTHER, ULTRALIGHTS. HE IS ALSO AWARE THAT THEY ARE PROHIBITED FROM CARRYING PAX. THEREFORE, HE BELIEVES THAT THE ULTRALIGHT VEHICLE OPERATORS WILL 'CLEAN UP THEIR ACT' AND CONFORM TO SAFE FLYING PROCS. HE FURTHER ADVISED THAT THE ULTRALIGHTS LOOK JUST LIKE THE ORIGINAL CERTIFIED PIPER CUB, SO THAT IT IS DIFFICULT TO RECOGNIZE ANY DIFFERENCE. THEY HAVE 65-85 HORSE PWR ENGS.
