Narrative:

3 aircraft involved. I issued a heading of 180 degrees to aircraft XXX intending to issue that heading for aircraft ZZZ. An aircraft read back the clearance to 180 degrees, but did not state the call sign. I responded by saying 'aircraft ZZZ roger.' I received no response from either aircraft. Needless to say after subsequent vectors and my error of saying the wrong call sign, an operational error occurred. If either one of the aircraft had said something initially it may have broken the next chain of events.
