Narrative:
During peak of XA00 push, I was working the monitor west position for simultaneous approachs to our parallel runways 22L and 21L. B757 was 13 T0 15 mi final, saw something on his WX radar and wanted to be taken back out. He requested a left turn -- unable because of traffic on parallel ILS. He was offered a right turnout within 8 mi. He concurred. In the meantime, coordination had to be granted by 'Y' controller who had numerous approachs into yip, which is 8 mi west of dtw. Also obtained 2 PIREPS by other aircraft on approach in front of aircraft XXX. Both reported smooth ride, very light rain, and airport insight at 2-3 mi. We 'share' the local control frequency. He had departures and arrs (so we try and stay off of it). So just about the time all my coordination was done, aircraft XXX said he'd declare an emergency to get his right turn. I issued one to 270 degrees. The 'Y' controller even turned aircraft XXX around so he could see WX from other side! All other aircraft landed. He was only one to come out. I obtained PIREPS. But he must have had an unpleasant experience with storms before this. If you want to come out, fine, but remember in some sits it may take a moment or two because of other aircraft in area!
