Narrative:
During taxi out, we received clearance to cross runway 15 at taxiway juliet for a runway 19 departure. Realizing an aircraft in position on runway 15 had started its takeoff roll, we stopped our aircraft prior to the hold line for runway 15 and questioned the clearance to cross runway 15. Ground acknowledged the error they made.

Title: S80 FLC CHALLENGES DCA GC FOR CROSSING RWY 15 AS ANOTHER ACR IS OBSERVED ON TKOF ROLL.
Narrative: DURING TAXI OUT, WE RECEIVED CLRNC TO CROSS RWY 15 AT TXWY JULIET FOR A RWY 19 DEP. REALIZING AN ACFT IN POS ON RWY 15 HAD STARTED ITS TKOF ROLL, WE STOPPED OUR ACFT PRIOR TO THE HOLD LINE FOR RWY 15 AND QUESTIONED THE CLRNC TO CROSS RWY 15. GND ACKNOWLEDGED THE ERROR THEY MADE.
