Narrative:
Proceeding direct jst at FL330 en route to phl, ZNY directed us to cross cofax (jst 096040) at FL250. 10 mi west of jst, I reminded the captain to begin his descent. I knew that his rate of descent was not going to be enough, so I reminded him that we had a tailwind. He said 'thank you.' we were only 10 mi from cofax, and still had 4000 ft to lose. I told him that he was not going to make it unless he hurried. He said, 'we'll make it.' sure enough, we crossed cofax as we were descending through FL258. We were at FL250 less than 1 mi past cofax. ZNY did not acknowledge. There were no conflicts. There was nothing else I could have done short of taking the aircraft and flying it myself. A greater awareness of CRM and the effect of tailwinds on dscnts is needed to correct similar problems. More capts need to realize that the first officer is also a very capable pilot, and his input should be taken seriously.

I KNEW THAT HIS RATE OF DSCNT WAS NOT GOING TO BE ENOUGH, SO I REMINDED HIM THAT WE HAD A TAILWIND. HE SAID 'THANK YOU.' WE WERE ONLY 10 MI FROM COFAX, AND STILL HAD 4000 FT TO LOSE. I TOLD HIM THAT HE WAS NOT GOING TO MAKE IT UNLESS HE HURRIED. HE SAID, 'WE'LL MAKE IT.' SURE ENOUGH, WE CROSSED COFAX AS WE WERE DSNDING THROUGH FL258. WE WERE AT FL250 LESS THAN 1 MI PAST COFAX. ZNY DID NOT ACKNOWLEDGE. THERE WERE NO CONFLICTS. THERE WAS NOTHING ELSE I COULD HAVE DONE SHORT OF TAKING THE ACFT AND FLYING IT MYSELF. A GREATER AWARENESS OF CRM AND THE EFFECT OF TAILWINDS ON DSCNTS IS NEEDED TO CORRECT SIMILAR PROBS. MORE CAPTS NEED TO REALIZE THAT THE FO IS ALSO A VERY CAPABLE PLT, AND HIS INPUT SHOULD BE TAKEN SERIOUSLY.
