Narrative:
Aircraft was cleared for takeoff from runway 22. No acknowledgement was received from the citation jet. 30 seconds to a min passed when the citation called ground control because they could not reach local control. The citation was on runway 22 during this time. The citation eventually called local and 2-WAY communication was re-established. Other aircraft were landing on runway 12R, which crosses runway 22. There was uncertainty as to whether or not the citation had received his departure instructions and whether or not he would be rolling soon. This is a reoccurring situation, aircraft often do not receive departure instruction when they have been issued and we don't know if they have or not.

Title: C560 FLT CREW NEGLECTS TO COMMUNICATE WITH LCL CTLR AFTER TAKING RWY AND CAUSES DELAYS IN THE ARPT OPS.
Narrative: ACFT WAS CLRED FOR TKOF FROM RWY 22. NO ACKNOWLEDGEMENT WAS RECEIVED FROM THE CITATION JET. 30 SECONDS TO A MIN PASSED WHEN THE CITATION CALLED GND CTL BECAUSE THEY COULD NOT REACH LCL CTL. THE CITATION WAS ON RWY 22 DURING THIS TIME. THE CITATION EVENTUALLY CALLED LCL AND 2-WAY COM WAS RE-ESTABLISHED. OTHER ACFT WERE LNDG ON RWY 12R, WHICH CROSSES RWY 22. THERE WAS UNCERTAINTY AS TO WHETHER OR NOT THE CITATION HAD RECEIVED HIS DEP INSTRUCTIONS AND WHETHER OR NOT HE WOULD BE ROLLING SOON. THIS IS A REOCCURRING SIT, ACFT OFTEN DO NOT RECEIVE DEP INSTRUCTION WHEN THEY HAVE BEEN ISSUED AND WE DON'T KNOW IF THEY HAVE OR NOT.
