Narrative:
Climbed into positive control canadian airspace unable to remain clear of clouds and clear of mountains. Climbed to 16500 ft before I was able to get IFR clearance. Thought this was permissible in canadian airspace. Should have checked regulations more carefully and got clearance before climbing or before heading over mountains.

Narrative: CLBED INTO POSITIVE CTL CANADIAN AIRSPACE UNABLE TO REMAIN CLR OF CLOUDS AND CLR OF MOUNTAINS. CLBED TO 16500 FT BEFORE I WAS ABLE TO GET IFR CLRNC. THOUGHT THIS WAS PERMISSIBLE IN CANADIAN AIRSPACE. SHOULD HAVE CHKED REGS MORE CAREFULLY AND GOT CLRNC BEFORE CLBING OR BEFORE HEADING OVER MOUNTAINS.
