Narrative:
I was with my flight instructor conducting a full stop landing. We touched down at about the 1000 ft point on an 8500 ft runway. We tried to expedite the taxi off of the active runway, heading for a taxiway at the midpoint. Approximately 1000 ft from the taxiway, we heard an aircraft (a C152) announce short final and we turned to see that they had touched down while we were still on the runway. At pvu, many pilots announce that they are down and clear before actually clearing the runway. I believe that this practice has been absorbed into the pilot population at provo. Currently, I don't think that pilots here know, or really care, that what they are doing is in violation with certain FARS. A control tower would help to solve this problem instead of letting 15 pilots try and hash out a plan to provide proper spacing and landing time to accommodate each and every aircraft. I have spent my time to submit this report because I want to make a difference in the safety of our not so friendly skies and airports.

Title: PA28 PLT, WITH FLT INSTRUCTOR, OBSERVE A C152 LNDG BEHIND THEM ON THEIR RWY BEFORE THEY HAD TAXIED CLR AFTER THE C152 ANNOUNCED THAT THEY WERE ON SHORT FINAL THUS, LNDG ON AN OCCUPIED RWY UNCTLED.
Narrative: I WAS WITH MY FLT INSTRUCTOR CONDUCTING A FULL STOP LNDG. WE TOUCHED DOWN AT ABOUT THE 1000 FT POINT ON AN 8500 FT RWY. AT PVU, MANY PLTS ANNOUNCE THAT THEY ARE DOWN AND CLR BEFORE ACTUALLY CLRING THE RWY. I BELIEVE THAT THIS PRACTICE HAS BEEN ABSORBED INTO THE PLT POPULATION AT PROVO. CURRENTLY, I DON'T THINK THAT PLTS HERE KNOW, OR REALLY CARE, THAT WHAT THEY ARE DOING IS IN VIOLATION WITH CERTAIN FARS. A CTL TWR WOULD HELP TO SOLVE THIS PROB INSTEAD OF LETTING 15 PLTS TRY AND HASH OUT A PLAN TO PROVIDE PROPER SPACING AND LNDG TIME TO ACCOMMODATE EACH AND EVERY ACFT. I HAVE SPENT MY TIME TO SUBMIT THIS RPT BECAUSE I WANT TO MAKE A DIFFERENCE IN THE SAFETY OF OUR NOT SO FRIENDLY SKIES AND ARPTS.
