Narrative:

Saab 340 just touched down on runway 3 in fsd. While still going 90 KTS on rollout, we were asked by fsd tower if we could hold short of runway 15. We did not answer, we were still controling the aircraft, doing calls and xferring controls. As we slowed down to a stop just past the hold short lines, we were asked again if we could hold short. We then replied that we could not. Fsd tower then told us to hold our position. We did and approximately 5 seconds after that, a light twin engine plane landed on runway 15. After that airplane rolled past us, the tower told us to taxi to the gate. We were over the hold lines and technically on the runway. We were not 'at fault.' however, we felt almost as if we had done something wrong. I feel that the fsd tower was giving us their version of a lahso. We are not authority/authorized to accept lahso anytime, and according to fsd tower, they cannot issue them. I think the tower thought we would be able to hold short and he cleared the other aircraft to land and when we did not (were unable to) hold short, the other aircraft was touching down. If we had 'accidentally' taxied over a hold short line without being cleared to do so, we would probably get a violation. We are human and we will all error. No other event took place from this situation. It may have been avoided by fsd tower following SOP.

Title: SAAB 340 CAPT STOPPED DURING LNDG ROLL JUST PAST THE INTXN HOLD SHORT LINE OF ANOTHER RWY RESULTING IN A LIGHT TWIN JUST MISSING THEM AS IT ROLLED BY ON LNDG. TWR CTLR HAD REQUESTED DURING TOUCHDOWN FOR THE RPTR TO HOLD SHORT TO WHICH THE FLC WERE OCCUPIED LNDG THEIR ACFT AND DID NOT ACKNOWLEDGE THE TWR'S REQUEST.

Narrative: SAAB 340 JUST TOUCHED DOWN ON RWY 3 IN FSD. WHILE STILL GOING 90 KTS ON ROLLOUT, WE WERE ASKED BY FSD TWR IF WE COULD HOLD SHORT OF RWY 15. WE DID NOT ANSWER, WE WERE STILL CTLING THE ACFT, DOING CALLS AND XFERRING CTLS. AS WE SLOWED DOWN TO A STOP JUST PAST THE HOLD SHORT LINES, WE WERE ASKED AGAIN IF WE COULD HOLD SHORT. WE THEN REPLIED THAT WE COULD NOT. FSD TWR THEN TOLD US TO HOLD OUR POS. WE DID AND APPROX 5 SECONDS AFTER THAT, A LIGHT TWIN ENG PLANE LANDED ON RWY 15. AFTER THAT AIRPLANE ROLLED PAST US, THE TWR TOLD US TO TAXI TO THE GATE. WE WERE OVER THE HOLD LINES AND TECHNICALLY ON THE RWY. WE WERE NOT 'AT FAULT.' HOWEVER, WE FELT ALMOST AS IF WE HAD DONE SOMETHING WRONG. I FEEL THAT THE FSD TWR WAS GIVING US THEIR VERSION OF A LAHSO. WE ARE NOT AUTH TO ACCEPT LAHSO ANYTIME, AND ACCORDING TO FSD TWR, THEY CANNOT ISSUE THEM. I THINK THE TWR THOUGHT WE WOULD BE ABLE TO HOLD SHORT AND HE CLRED THE OTHER ACFT TO LAND AND WHEN WE DID NOT (WERE UNABLE TO) HOLD SHORT, THE OTHER ACFT WAS TOUCHING DOWN. IF WE HAD 'ACCIDENTALLY' TAXIED OVER A HOLD SHORT LINE WITHOUT BEING CLRED TO DO SO, WE WOULD PROBABLY GET A VIOLATION. WE ARE HUMAN AND WE WILL ALL ERROR. NO OTHER EVENT TOOK PLACE FROM THIS SIT. IT MAY HAVE BEEN AVOIDED BY FSD TWR FOLLOWING SOP.
