Narrative:

Localizer back course approach. Ground wind less than 10 KTS. 40 degree flap. Practice back course with visual approach clearance. Airport and VASI in sight throughout. FAF at 3000 and 121 KTS stable. Descent at 1200 FPM towards 1700 MDA. Swallowed to 1000 FPM due to 23 KTS headwind and minimize time at MDA. Made 500 ft call, aircraft leveled at 1700 MSL. Egpws gave 'terrain, terrain,' did pull up. 'Pull-up, pull-up,' sounded during the climb. No obstacles insight. Climbed to VASI and did normal landing. Verified all altimeters same and setting correct with tower. Cannot account for egpws warning.
