Narrative:
Location: taxiway er between 17C and 17R at dfw. Flight told to cross 17C to hold short of 17R. After crossing, flight held short of ILS sign due to low ceilings. Ground crossed additional aircraft behind us, but due to our position short of ILS sign, aircraft behind could not exit 17C. Aircraft sent around because of aircraft on runway. We felt the area between the ILS sign and 17R was protected because of the possibility of operation ILS apches to 17R. Talked with ATC after gate arrival and we were told that ATIS would tell us if protected ILS space was in effect.

Title: S80 FLC CAUSES GAR PERCEIVING THAT IT SHOULD NOT TAXI PAST ILS CRITICAL HOLD LINE DURING LOW CEILING WX CONDITION AT DFW.
Narrative: LOCATION: TXWY ER BETWEEN 17C AND 17R AT DFW. FLT TOLD TO CROSS 17C TO HOLD SHORT OF 17R. AFTER CROSSING, FLT HELD SHORT OF ILS SIGN DUE TO LOW CEILINGS. GND CROSSED ADDITIONAL ACFT BEHIND US, BUT DUE TO OUR POSITION SHORT OF ILS SIGN, ACFT BEHIND COULD NOT EXIT 17C. ACFT SENT AROUND BECAUSE OF ACFT ON RWY. WE FELT THE AREA BETWEEN THE ILS SIGN AND 17R WAS PROTECTED BECAUSE OF THE POSSIBILITY OF OPERATION ILS APCHES TO 17R. TALKED WITH ATC AFTER GATE ARRIVAL AND WE WERE TOLD THAT ATIS WOULD TELL US IF PROTECTED ILS SPACE WAS IN EFFECT.
