Narrative:
As first officer of flight xyz, our clearance was to depart gyr on runway 21 and climb to 3000 ft and turn to 220 degrees. Prior to reaching 3000 ft, we established contact with luke AFB approach, and were cleared in the climb to 5000 ft as the new assigned altitude. While climbing to 5000 ft, the luke AFB approach controller said in broken english, 'flight xyz, you are cleared two six zero.' the captain as the PNF responded, 'we were clear to climb to FL260' and the luke controller responded in the affirmative. We then continued to climb. At 7500 ft, the controller told us to descend immediately to 6000 ft, we did. After speaking with the controller, we all agreed that it was a miscom in the stated altitude clearance. He then stated that there were no problems or conflicts.

Title: A B727 TEST CREW LEAVES 5000 FT FOR FL260 WHEN THE DEP CTLR ISSUES A 'CLRED TO SIX ZERO' CLRNC BY LUF, AZ.
Narrative: AS FO OF FLT XYZ, OUR CLRNC WAS TO DEPART GYR ON RWY 21 AND CLB TO 3000 FT AND TURN TO 220 DEGS. PRIOR TO REACHING 3000 FT, WE ESTABLISHED CONTACT WITH LUKE AFB APCH, AND WERE CLRED IN THE CLB TO 5000 FT AS THE NEW ASSIGNED ALT. WHILE CLBING TO 5000 FT, THE LUKE AFB APCH CTLR SAID IN BROKEN ENGLISH, 'FLT XYZ, YOU ARE CLRED TWO SIX ZERO.' THE CAPT AS THE PNF RESPONDED, 'WE WERE CLR TO CLB TO FL260' AND THE LUKE CTLR RESPONDED IN THE AFFIRMATIVE. WE THEN CONTINUED TO CLB. AT 7500 FT, THE CTLR TOLD US TO DSND IMMEDIATELY TO 6000 FT, WE DID. AFTER SPEAKING WITH THE CTLR, WE ALL AGREED THAT IT WAS A MISCOM IN THE STATED ALT CLRNC. HE THEN STATED THAT THERE WERE NO PROBS OR CONFLICTS.
