Narrative:

Leesburg (jyo) desperately needs a part-time tower on weekends. On this day, a single engine cessna taxied onto runway and took off as we were on short final. Pilot made no unicom announcement. On our go around it was necessary to climb above 1500 ft AGL floor of overlying iad class B airspace to avoid a collision with the cessna, which did not respond to our unicom xmissions. Because we were transmitting furiously on unicom, we were unable to call iad approach regarding their class B airspace.

Title: C335 ON SHORT FINAL AT JYO ARPT EXECUTES GAR DUE TO C182 TAKING OFF WITHOUT UNICOM NOTIFICATION.

Narrative: LEESBURG (JYO) DESPERATELY NEEDS A PART-TIME TWR ON WEEKENDS. ON THIS DAY, A SINGLE ENG CESSNA TAXIED ONTO RWY AND TOOK OFF AS WE WERE ON SHORT FINAL. PLT MADE NO UNICOM ANNOUNCEMENT. ON OUR GAR IT WAS NECESSARY TO CLB ABOVE 1500 FT AGL FLOOR OF OVERLYING IAD CLASS B AIRSPACE TO AVOID A COLLISION WITH THE CESSNA, WHICH DID NOT RESPOND TO OUR UNICOM XMISSIONS. BECAUSE WE WERE XMITTING FURIOUSLY ON UNICOM, WE WERE UNABLE TO CALL IAD APCH REGARDING THEIR CLASS B AIRSPACE.
