Narrative:

Because of the events that happened in ny and dc, new approach and departure rules have been implemented. I was asked to call the TRACON via telephone prior to departure for a transponder code. I was on a special mission and the controller said it was taking a while to get a clearance, so it would be ok for me to depart, then ask for a transponder code in the air. Our base is approximately 25 miles from airport a, with a mountain ridge separating us. Upon departure, I tried to contact airport a departure control, but was unsuccessful. I continued the flight to city B for the pick up. Upon landing, I was greeted by the city police who instructed me to contact an inspector from the FAA. I complied and was instructed to file a VFR flight plan with the flight service for the return flight to airport a. I complied with his instructions. The remainder of the mission was uneventful. Note: city B is 50 miles from airport a.

Title: ACFT DEPS TO PICK UP AN AIRFILE FLT PLAN BY SUGGESTION OF ATC. ARRIVING AT DESTINATION, AND MET BY POLICE, EVENT WAS DISCUSSED WITH LOCAL FAA INSPECTOR, AUTHORIZING FLT COMPLETION.

Narrative: BECAUSE OF THE EVENTS THAT HAPPENED IN NY AND DC, NEW APCH AND DEP RULES HAVE BEEN IMPLEMENTED. I WAS ASKED TO CALL THE TRACON VIA TELEPHONE PRIOR TO DEP FOR A TRANSPONDER CODE. I WAS ON A SPECIAL MISSION AND THE CTLR SAID IT WAS TAKING A WHILE TO GET A CLRNC, SO IT WOULD BE OK FOR ME TO DEPART, THEN ASK FOR A TRANSPONDER CODE IN THE AIR. OUR BASE IS APPROXIMATELY 25 MILES FROM ARPT A, WITH A MOUNTAIN RIDGE SEPARATING US. UPON DEP, I TRIED TO CONTACT ARPT A DEP CTL, BUT WAS UNSUCCESSFUL. I CONTINUED THE FLT TO CITY B FOR THE PICK UP. UPON LNDG, I WAS GREETED BY THE CITY POLICE WHO INSTRUCTED ME TO CONTACT AN INSPECTOR FROM THE FAA. I COMPLIED AND WAS INSTRUCTED TO FILE A VFR FLT PLAN WITH THE FLT SERVICE FOR THE RETURN FLT TO ARPT A. I COMPLIED WITH HIS INSTRUCTIONS. THE REMAINDER OF THE MISSION WAS UNEVENTFUL.
