Narrative:

On or about XA30 on 9/thu/01, I called the flight service station at XXX to inquire into when I could depart YYY airport on a VFR flight. They said I could depart at XD00 on the same day. Based on this information I went to the airport, preflted the aircraft and contacted the airport manager to see if he had been appraised if the release for general aviation aircraft to fly. He said he was so informed and read to me from a document he had stating the flts could begin at XD00. I launched at XD00 and flew to ZZZ and when I called unicom for information, I was advised that the airport was not operational, but I could land and could not take off. Obviously there had been a change in airspace use after I talked to the airport manager at the departing airport. After landing at ZZZ, I called approach control on the telephone to report my landing and I spoke to a supervisor. I explained the situation to him and he said he had no problem with what I had done under the circumstances existing at the time. Callback conversation with reporter revealed the following information: reporter advised that the flight was about 1 hour 30 min in length. He advised that he was surprised to learn on arrival to ZZZ that he was in violation to the reinstituted restr. Because he heard ATC issue control instructions to aircraft, he was not alerted to any possible airspace confign change.

Title: PLT, ENRTE FROM XXX TO ZZZ, IS ADVISED BY ZZZ THAT PLT CAN LAND BUT NOT TAKE OFF, DUE TO NATIONAL AIRSPACE RESTR.

BASED ON THIS INFO I WENT TO THE AIRPORT, PREFLTED THE ACFT AND CONTACTED THE ARPT MANAGER TO SEE IF HE HAD BEEN APPRAISED IF THE RELEASE FOR GENERAL AVIATION ACFT TO FLY. HE SAID HE WAS SO INFORMED AND READ TO ME FROM A DOCUMENT HE HAD STATING THE FLTS COULD BEGIN AT XD00. I LAUNCHED AT XD00 AND FLEW TO ZZZ AND WHEN I CALLED UNICOM FOR INFO, I WAS ADVISED THAT THE ARPT WAS NOT OPERATIONAL, BUT I COULD LAND AND COULD NOT TAKE OFF. AFTER LNDG AT ZZZ, I CALLED APCH CTL ON THE TELEPHONE TO RPT MY LNDG AND I SPOKE TO A SUPVR. I EXPLAINED THE SIT TO HIM AND HE SAID HE HAD NO PROB WITH WHAT I HAD DONE UNDER THE CIRCUMSTANCES EXISTING AT THE TIME. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ADVISED THAT THE FLT WAS ABOUT 1 HR 30 MIN IN LENGTH. HE ADVISED THAT HE WAS SURPRISED TO LEARN ON ARR TO ZZZ THAT HE WAS IN VIOLATION TO THE REINSTITUTED RESTR. BECAUSE HE HEARD ATC ISSUE CTL INSTRUCTIONS TO ACFT, HE WAS NOT ALERTED TO ANY POSSIBLE AIRSPACE CONFIGN CHANGE.
