Narrative:
I was involved in removing and replacing a thrust reverser actuator that was deferred. The condition were rainy and the aircraft was on a very short turn around time for the job at hand. After the job was accomplished, I signed the log book a right and right'd right hand inboard thrust reverser actuator in accordance with main manual 78-30-xx, dmi cleared placards removed. For that system to be deferred it is required that the accumulator low enunciator circuit breaker be open and collared for the affected T/right. I failed to comply with the step of uncollaring and closing the circuit breaker once finished. The outcome of this as that the T/right was bypassed for a maintenance check and not returned O the unbypassed position. The aircraft flew to its destination and the crew was unable to deploy the T/right upon landing. Had I closed the circuit breaker the accumulator low enunciator light would have been illuminated, with hydraulic pumps on, prior to push back from the gate in with maintenance would be alerted ito the bypass handle in the wrong position. The corrective action was removing the collar and closing the circuit breaker.

Title: A MD88 WAS DISPATCHED IN NON COMPLIANCE WITH THE RIGHT THRUST REVERSER ACCUMULATOR LOW PRESSURE WARNING LIGHT CB COLLARED OPEN.
Narrative: I WAS INVOLVED IN REMOVING AND REPLACING A THRUST REVERSER ACTUATOR THAT WAS DEFERRED. THE CONDITION WERE RAINY AND THE ACFT WAS ON A VERY SHORT TURN AROUND TIME FOR THE JOB AT HAND. AFTER THE JOB WAS ACCOMPLISHED, I SIGNED THE LOG BOOK A R AND R'D RIGHT HAND INBOARD THRUST REVERSER ACTUATOR IN ACCORDANCE WITH MAIN MANUAL 78-30-XX, DMI CLRED PLACARDS REMOVED. FOR THAT SYSTEM TO BE DEFERRED IT IS REQUIRED THAT THE ACCUMULATOR LOW ENUNCIATOR CB BE OPEN AND COLLARED FOR THE AFFECTED T/R. I FAILED TO COMPLY WITH THE STEP OF UNCOLLARING AND CLOSING THE CB ONCE FINISHED. THE OUTCOME OF THIS AS THAT THE T/R WAS BYPASSED FOR A MAINT CHECK AND NOT RETURNED O THE UNBYPASSED POSITION.
