Narrative:
Today, I was notified of an issue pertaining to aircraft XXX and a card abcd that was issued in the package. There are mechanical and electrical checks to be performed on the thrust reverser per card abcd. All mechanical checks were satisfactory per the card. The electrical portion of the card was accomplished by amt person 4. I accomplished the mechanical checks. Apparently, a portion of the electrical check failed. Later on in the evening, there was a conversation between person B and person C regarding card abcd. Person B was told by person C to lock -out the thrust reverser. The failed item was entered in the log book and the whole reverser was placarded. Prior to placarding, I locked out the reverser I was not aware the card could not be deferred. In the interest of the passenger and airlines, I thought that this would be the safest and most expediton wasy to move the aircraft, until the failed item on card could be investigated further.

Title: A B767-300 DURING A SCHEDULED #1 THRUST REVERSER CHECK THE SWITCH PACK FAILED THE TEST. THE ITEM WAS DEFERRED IN CONFLICT WITH THE CHECK JOB CARD WHICH ALLOWED NO DEFERRAL.
Narrative: TODAY, I WAS NOTIFIED OF AN ISSUE PERTAINING TO ACFT XXX AND A CARD ABCD THAT WAS ISSUED IN THE PACKAGE. THERE ARE MECHANICAL AND ELECTRICAL CHECKS TO BE PERFORMED ON THE THRUST REVERSER PER CARD ABCD. ALL MECHANICAL CHECKS WERE SATISFACTORY PER THE CARD. THE ELECTRICAL PORTION OF THE CARD WAS ACCOMPLISHED BY AMT PERSON 4. I ACCOMPLISHED THE MECHANICAL CHECKS. APPARENTLY, A PORTION OF THE ELECTRICAL CHECK FAILED. LATER ON IN THE EVENING, THERE WAS A CONVERSATION BETWEEN PERSON B AND PERSON C REGARDING CARD ABCD. PERSON B WAS TOLD BY PERSON C TO LOCK -OUT THE THRUST REVERSER. THE FAILED ITEM WAS ENTERED IN THE LOG BOOK AND THE WHOLE REVERSER WAS PLACARDED. PRIOR TO PLACARDING, I LOCKED OUT THE REVERSER I WAS NOT AWARE THE CARD COULD NOT BE DEFERRED. IN THE INTEREST OF THE PAX AND AIRLINES, I THOUGHT THAT THIS WOULD BE THE SAFEST AND MOST EXPEDITON WASY TO MOVE THE ACFT, UNTIL THE FAILED ITEM ON CARD COULD BE INVESTIGATED FURTHER.
