Narrative:

While flying lead in a flight of two F-104 aircraft at FL310, we encountered moderate to severe turbulence. We immediately asked for lower altitude. ATC replied with 'descend to FL260.' immediately thereafter, the turbulence discontinued, and we asked to remain at FL310. ATC retorted with 'you can't pick and change your altitude, descend to FL260.' upon descent to FL260, our flight re-encountered moderate to severe turbulence and acf became uncontrollable until descending below the thunderstorm at 12000. We notified ATC of our situation when we could, and upon clearing the area of thunderstorm, were cleared back to FL310 with no further incident.

Title: A FORMATION FLT OF TWO F-104 STAR FIGHTERS ENCOUNTER TURB, A POOR ATTITUDE ON THE PART OF ZJX ATC AND SUBSEQUENT TSTM ACTIVITY AT A RESTRICTED LOWER ALTITUDE NEAR CTY, FL.

Narrative: WHILE FLYING LEAD IN A FLT OF TWO F-104 ACFT AT FL310, WE ENCOUNTERED MODERATE TO SEVERE TURB. WE IMMEDIATELY ASKED FOR LOWER ALT. ATC REPLIED WITH 'DESCEND TO FL260.' IMMEDIATELY THEREAFTER, THE TURB DISCONTINUED, AND WE ASKED TO REMAIN AT FL310. ATC RETORTED WITH 'YOU CAN'T PICK AND CHANGE YOUR ALT, DESCEND TO FL260.' UPON DESCENT TO FL260, OUR FLT RE-ENCOUNTERED MODERATE TO SEVERE TURB AND ACF BECAME UNCONTROLLABLE UNTIL DESCENDING BELOW THE TSTM AT 12000. WE NOTIFIED ATC OF OUR SIT WHEN WE COULD, AND UPON CLRING THE AREA OF TSTM, WERE CLRED BACK TO FL310 WITH NO FURTHER INCIDENT.
