Narrative:

On 9/sun/01 at approximately XA00 local, I arrived at eky, went to FBO for a soda, observed a beech baron depart runway 23. Pulled airplane from hangar, taxied to runway 23 for departure. Checked AWOS for remarks and NOTAMS, none mentioned. Called to traffic and departed runway 23. I remained within a 3 mile radius of airport. Announced my intentions while remaining within traffic pattern. Flight time approximately 10 minutes. When I landed I was met by airport security and told only IFR flight permitted at airport. I told him that I was unaware and no NOTAM was posed on entry gate or on FBO. No one from FBO told me as I taxied and departed and no NOTAM was on AWOS remarks. I observed planes flying and the news stated that general aviation airports were now operating. I observed nothing unusual before takeoff or during flight. I monitored unicom (123.0) and birmingham approach (123.8) while in flight. No unusual remarks. I squawked 1200 while in flight. Airport security waved at me as I headed to my hangar and told me that he should arrest me upon my return. There was clearly a failure to communicate the NOTAM to me through the usual ways that we receive them. I would clearly not have attempted flight had I known.

Title: A C182 PLT TOOK A 10 MINUTE, VFR, TFC PATTERN FLT AT KEKY.

Narrative: ON 9/SUN/01 AT APPROX XA00 LOCAL, I ARRIVED AT EKY, WENT TO FBO FOR A SODA, OBSERVED A BEECH BARON DEPART RWY 23. PULLED AIRPLANE FROM HANGAR, TAXIED TO RWY 23 FOR DEP. CHECKED AWOS FOR REMARKS AND NOTAMS, NONE MENTIONED. CALLED TO TFC AND DEPARTED RWY 23. I REMAINED WITHIN A 3 MILE RADIUS OF AIRPORT. ANNOUNCED MY INTENTIONS WHILE REMAINING WITHIN TFC PATTERN. FLT TIME APPROX 10 MINUTES. WHEN I LANDED I WAS MET BY AIRPORT SECURITY AND TOLD ONLY IFR FLT PERMITTED AT ARPT. I TOLD HIM THAT I WAS UNAWARE AND NO NOTAM WAS POSED ON ENTRY GATE OR ON FBO. NO ONE FROM FBO TOLD ME AS I TAXIED AND DEPARTED AND NO NOTAM WAS ON AWOS REMARKS. I OBSERVED PLANES FLYING AND THE NEWS STATED THAT GENERAL AVIATION ARPTS WERE NOW OPERATING. I OBSERVED NOTHING UNUSUAL BEFORE TAKEOFF OR DURING FLT. I MONITORED UNICOM (123.0) AND BIRMINGHAM APCH (123.8) WHILE IN FLT. NO UNUSUAL REMARKS. I SQUAWKED 1200 WHILE IN FLT. ARPT SECURITY WAVED AT ME AS I HEADED TO MY HANGAR AND TOLD ME THAT HE SHOULD ARREST ME UPON MY RETURN. THERE WAS CLEARLY A FAILURE TO COMMUNICATE THE NOTAM TO ME THROUGH THE USUAL WAYS THAT WE RECEIVE THEM. I WOULD CLEARLY NOT HAVE ATTEMPTED FLT HAD I KNOWN.
