Narrative:
The national airspace system was in emergency air traffic rules. My boss was PIC. I was operating the radios. We had filed from boi to smf. Enroute, my boss wanted to change to destination sjc. The NOTAM issued advised no destination changes were to be accepted. But the PIC asked me to attempt the change anyway since the NOTAMS were 'changing quickly.' I asked the oak center controller if we could change destinations during the crisis and he responded 'as for as I know... Where do you want to go?' I advised him sjc, and we got a clearance to sjc. When we got on the ground, the NOTAM had in fact changed. When a NOTAM as critical as this one changes it would be nice if ATC advised on their frequency, as this is a fairly major change.

Title: THE CREW OF A C208 PRIOR TO DEP WERE NOTAM RESTRICTED TO 'NO DEST CHANGES.' EN ROUTE, THE CREW REQUESTED A DEST CHANGE AND RECEIVED IT.

WHEN WE GOT ON THE GND, THE NOTAM HAD IN FACT CHANGED. WHEN A NOTAM AS CRITICAL AS THIS ONE CHANGES IT WOULD BE NICE IF ATC ADVISED ON THEIR FREQUENCY, AS THIS IS A FAIRLY MAJOR CHANGE.
