Narrative:
On 9/thu/01 at XA00 I took off from randall airport, middletown, ny, under the mistaken belief that the ban put on flying had been lifted at XA00. My destination was sussex airport, nj, only 20 mins flying time away. The purpose of my flight was pleasure, to attend to a minor avionics problem at sussex and a cup of coffee. There was absolutely no urgency for this flight. I hadn't flown 9/tue/01 or on 9/wed/01 due to the ban. As I approached sussex airport which is uncontrolled I inquired several times as to the active runway. There was no response which is not unusual for sussex. The sole runway was not crossed out. The airport was open as far as I could determine. When I landed I learned that the ban had indeed not been lifted. I had my aircraft tied-down at sussex and returned home in a borrowed vehicle (in 35 mins to indicate how close apart the two airports are). As a native new yorker I was shocked and saddened by the events in lower manhattan. Never would I have knowingly violated a ban on private flying.

Title: A C172 PLT AFTER LNDG AT DEST ARPT INFORMED THAT VFR FLT WAS RESTRICTED
Narrative: ON 9/THU/01 AT XA00 I TOOK OFF FROM RANDALL ARPT, MIDDLETOWN, NY, UNDER THE MISTAKEN BELIEF THAT THE BAN PUT ON FLYING HAD BEEN LIFTED AT XA00. MY DESTINATION WAS SUSSEX ARPT, NJ, ONLY 20 MINS FLYING TIME AWAY. THE PURPOSE OF MY FLT WAS PLEASURE, TO ATTEND TO A MINOR AVIONICS PROB AT SUSSEX AND A CUP OF COFFEE. THERE WAS ABSOLUTELY NO URGENCY FOR THIS FLT. I HADN'T FLOWN 9/TUE/01 OR ON 9/WED/01 DUE TO THE BAN. AS I APCHED SUSSEX ARPT WHICH IS UNCONTROLLED I INQUIRED SEVERAL TIMES AS TO THE ACTIVE RWY. THERE WAS NO RESPONSE WHICH IS NOT UNUSUAL FOR SUSSEX. THE SOLE RWY WAS NOT CROSSED OUT. THE ARPT WAS OPEN AS FAR AS I COULD DETERMINE. WHEN I LANDED I LEARNED THAT THE BAN HAD INDEED NOT BEEN LIFTED. I HAD MY ACFT TIED-DOWN AT SUSSEX AND RETURNED HOME IN A BORROWED VEHICLE (IN 35 MINS TO INDICATE HOW CLOSE APART THE TWO ARPTS ARE). AS A NATIVE NEW YORKER I WAS SHOCKED AND SADDENED BY THE EVENTS IN LOWER MANHATTAN. NEVER WOULD I HAVE KNOWINGLY VIOLATED A BAN ON PRIVATE FLYING.
