Narrative:
On 9/thu/01, I phoned FAA FSS to find if the restriction on flying had been lifted. They told me it was to be lifted at XA00 that day. He said, 'let me read you the NOTAM.' this confirmed that the airspace was opening in a few mins, but I would have to check with my destination airport to be certain they were open. I replied that I was flying local and would be returning to my takeoff point. I flew locally within a 15 mile radius doing agricultural survey and surveillance at low altitude and returned to the takeoff field and landed. A friend called and said the earlier NOTAM had been canceled. I was monitoring unicom and was at such an altitude that I was out of range of all FAA xceivers. I would have required several more thousand ft of altitude to communicate with any FAA ground stations. I also did not hear any radio traffic from other aircraft. The FSS cannot be faulted as they read me the NOTAM which cleared me to fly. There was certainly confusion at some level of government to have rescinded this NOTAM without any prior warning. There were absolutely no risks involving people or property in this flight.
Original NASA ASRS Text
Title: A 'NAVI' PLT DEP FROM ZZZ, US, FOR A LOCAL VFR FLT IN COMPLIANCE WITH INFO RECEIVED FROM THE FSS. UPON HIS RETURN HE WAS INFORMED THAT THE FAA HAD REVISED THE PREVIOUSLY RECEIVED INFO RENDERING HIM IN VIOLATION OF THEIR RESTRICTION.
Narrative: ON 9/THU/01, I PHONED FAA FSS TO FIND IF THE RESTRICTION ON FLYING HAD BEEN LIFTED. THEY TOLD ME IT WAS TO BE LIFTED AT XA00 THAT DAY. HE SAID, 'LET ME READ YOU THE NOTAM.' THIS CONFIRMED THAT THE AIRSPACE WAS OPENING IN A FEW MINS, BUT I WOULD HAVE TO CHECK WITH MY DEST ARPT TO BE CERTAIN THEY WERE OPEN. I REPLIED THAT I WAS FLYING LOCAL AND WOULD BE RETURNING TO MY TKOF POINT. I FLEW LOCALLY WITHIN A 15 MILE RADIUS DOING AGRICULTURAL SURVEY AND SURVEILLANCE AT LOW ALT AND RETURNED TO THE TKOF FIELD AND LANDED. A FRIEND CALLED AND SAID THE EARLIER NOTAM HAD BEEN CANCELED. I WAS MONITORING UNICOM AND WAS AT SUCH AN ALTITUDE THAT I WAS OUT OF RANGE OF ALL FAA XCEIVERS. I WOULD HAVE REQUIRED SEVERAL MORE THOUSAND FT OF ALT TO COMMUNICATE WITH ANY FAA GND STATIONS. I ALSO DID NOT HEAR ANY RADIO TFC FROM OTHER ACFT. THE FSS CANNOT BE FAULTED AS THEY READ ME THE NOTAM WHICH CLRED ME TO FLY. THERE WAS CERTAINLY CONFUSION AT SOME LEVEL OF GOV TO HAVE RESCINDED THIS NOTAM WITHOUT ANY PRIOR WARNING. THERE WERE ABSOLUTELY NO RISKS INVOLVING PEOPLE OR PROPERTY IN THIS FLIGHT.
