Narrative:
I received a memorandum in my file stating our flight had deviated from the noise abatement procedure off runway 32 in srq. While performing the gate brief prior to push back from the gate; the captain and I discussed the noise abatement procedure and then ensured the FMS was setup so that we could track the srq 265 radial after turning left. The prescribed noise abatement procedure states 'departing jet aircraft from srq runway 32 are to climb left turn to intercept SRQ3.right.265 westbound or as assigned by ATC for northbound departures.' that phraseology is printed on our green sheet. The SRQ3 departure for runway 32 as per our commercial chart states 'a climbing left turn to intercept the srq 265 radial westbound.' the charts do not mention anything about noise abatement on the SRQ3 departure for runway 32. The letter from the airport authority also states 'on departure;the aircraft listed failed to avoid the designated deviation areas of bayshore gardens.' I would like to know where it is designated. It is not on printed on our charts or green sheet. There is no mention of bayshore gardens in any of our material. On takeoff we performed a climbing left turn as evidenced by the print out of our ground track. However; I don't recall at what safe altitude our turn began. It may have been 1000 feet as far as we where aware at the time we complied with the procedure. I don't understand how they think we deviated from this very vague procedure. We in fact performed a turn while we where climbing with the procedure. The letter from the srq airport authority states 'on departure the aircraft listed failed to avoid the designated deviation areas of bayshore gardens.' I'm just wondering where that is designated because it's not on our chart plates anywhere or on our green sheet. How are we supposed to know about bayshore gardens? My other concern is nowhere does it say when to start the turn. The written procedure is vague at best. If they wanted us to avoid bayshore gardens then it should instruct us to turn at 400 feet or turn at a prescribed DME. Bayshore should also be visible on our charts. I believe we complied with the procedure. The noise abatement procedure is very vague and is subject to interpretation. To keep this from happening again (and apparently it happens a lot) the procedure should be changed to include something on our charts or green sheet that highlights the designated deviation area of bayshore gardens. Also; the language for the procedure needs to state immediate climbing turn or turn no later than 400 feet or turn by a certain DME or make turn in time to avoid bayshore gardens. There is also no sense of urgency behind the procedure the way it is currently written.
