ATC clearance was issued and it was unclr as to the requirement to be on a charter, have a charter certificate or have a special call sign. Rerouting was given on 3 different occasions due to this confusion.

Narrative: ATC CLRNC WAS ISSUED AND IT WAS UNCLR AS TO THE REQUIREMENT TO BE ON A CHARTER, HAVE A CHARTER CERTIFICATE OR HAVE A SPECIAL CALL SIGN. REROUTING WAS GIVEN ON 3 DIFFERENT OCCASIONS DUE TO THIS CONFUSION.
