Narrative:

I departed 01M IFR to bra. Special IFR rules were in effect. At approximately 1000 ft MSL I contacted memphis center on 135.9 to pick up clearance. The issued me a code and later about 10000 ft told me I could not pick up my clearance in the air, that I should land at (MSL) and call anniston radio and get clearance from them so I headed down to (MSL). As I neared the airport pattern I called anniston and requested and received a void time clearance for runway 36. I then descended to approximately 300 ft AGL and departed off runway 36. Cleared the area and called memphis back, he then told me I should have touched down. All of this was because of special rules because of the attack on ny and washington. I filed with greenwood, ms. The briefer did not tell me I would need a void time clearance.

Title: AN MU2 PLT DEPARTED VFR WITH THE INTENTION OF PICKING UP HIS IFR CLRNC IN THE AREA.

Narrative: I DEPARTED 01M IFR TO BRA. SPECIAL IFR RULES WERE IN EFFECT. AT APPROX 1000 FT MSL I CONTACTED MEMPHIS CTR ON 135.9 TO PICK UP CLRNC. THE ISSUED ME A CODE AND LATER ABOUT 10000 FT TOLD ME I COULD NOT PICK UP MY CLRNC IN THE AIR, THAT I SHOULD LAND AT (MSL) AND CALL ANNISTON RADIO AND GET CLRNC FROM THEM SO I HEADED DOWN TO (MSL). AS I NEARED THE ARPT PATTERN I CALLED ANNISTON AND REQUESTED AND RECEIVED A VOID TIME CLRNC FOR RWY 36. I THEN DESCENDED TO APPROX 300 FT AGL AND DEPARTED OFF RWY 36. CLRED THE AREA AND CALLED MEMPHIS BACK, HE THEN TOLD ME I SHOULD HAVE TOUCHED DOWN. ALL OF THIS WAS BECAUSE OF SPECIAL RULES BECAUSE OF THE ATTACK ON NY AND WASHINGTON. I FILED WITH GREENWOOD, MS. THE BRIEFER DID NOT TELL ME I WOULD NEED A VOID TIME CLRNC.
