Narrative:
On 9/tue/01, all us airspace was placed on restricted status following the terrorist attack in nyc and washington, dc. At approximately XA00 on 9/thu/01, I called the terre haute (in) FSS and listened to the patwas WX recording. The recording said that the restriction on the us airspace was being lifted at XB00 on 9/thu/01. About 10 mins later, I called the FSS again to be sure I understood correctly. At approximately XA00, the FSS called the franklin airport (3FK) and told the airport manager that the airspace would reopen at XB00. At XB10, I departed 3FK in a PA28-161 for a training flight with a student pilot. A short time later, I was called on the unicom by the airport manager informing me that he was notified by indianapolis approach control (ind) that the airspace was now closed again. I immediately returned to the airport and landed. The total time on the hobbs was 0.5 hours. There had been no call from FSS or anyone else informing us of the change in airspace classification. If they called to say it was open, they should have called to report it was closed again.

Title: PA28 INSTRUCTOR AND STUDENT FLEW A VFR TRAINING FLT AFTER US AIRSPACE WAS NOTAMED CLOSED 3 MINS PRIOR TO ACTUAL CLOSURE.
Narrative: ON 9/TUE/01, ALL US AIRSPACE WAS PLACED ON RESTRICTED STATUS FOLLOWING THE TERRORIST ATTACK IN NYC AND WASHINGTON, DC. AT APPROX XA00 ON 9/THU/01, I CALLED THE TERRE HAUTE (IN) FSS AND LISTENED TO THE PATWAS WX RECORDING. THE RECORDING SAID THAT THE RESTRICTION ON THE US AIRSPACE WAS BEING LIFTED AT XB00 ON 9/THU/01. ABOUT 10 MINS LATER, I CALLED THE FSS AGAIN TO BE SURE I UNDERSTOOD CORRECTLY. AT APPROX XA00, THE FSS CALLED THE FRANKLIN ARPT (3FK) AND TOLD THE ARPT MANAGER THAT THE AIRSPACE WOULD REOPEN AT XB00. AT XB10, I DEPARTED 3FK IN A PA28-161 FOR A TRAINING FLT WITH A STUDENT PLT. A SHORT TIME LATER, I WAS CALLED ON THE UNICOM BY THE ARPT MANAGER INFORMING ME THAT HE WAS NOTIFIED BY INDIANAPOLIS APCH CTL (IND) THAT THE AIRSPACE WAS NOW CLOSED AGAIN. I IMMEDIATELY RETURNED TO THE ARPT AND LANDED. THE TOTAL TIME ON THE HOBBS WAS 0.5 HRS. THERE HAD BEEN NO CALL FROM FSS OR ANYONE ELSE INFORMING US OF THE CHANGE IN AIRSPACE CLASSIFICATION. IF THEY CALLED TO SAY IT WAS OPEN, THEY SHOULD HAVE CALLED TO RPT IT WAS CLOSED AGAIN.
