Narrative:

We just leveled off at FL280 when the left engine failed. There were no prior indications suggesting a problem with #1 engine. The left engine lost power and the EICAS displayed, 'engine #1 fail.' we performed the engine precautionary shutdown checklist, and attempted a restart according to the restart in-flight checklist. The captain had disconnected the autoplt, retrimmed the plane, and engaged the autoplt again. After the engine was secured, I declared an emergency with ZTL, and we decided to return to clt as this was only 80 mi and they have all ever equipment. We then advised the flight attendant to prepare the cabin for an emergency landing. I advised the company about our return. During the descent I briefed the single engine approach and landing and single engine go around procedure. We performed all normal checklist for descent and approach. The flight attendant advised the cabin was ready just before we started our final descent and approach. I asked clt approach to have the crash fire rescue equipment vehicles ready upon arrival. The landing was uneventful and we taxied to the gate. The reporter stated the engine was an allison ae-7007A and up until it failed all engine indications were normal. The reporter said on inspecting the engine on the ground it was found nothing would turn. The reporter stated the engine was removed and sent to the manufacturer for rebuild.
