Narrative:
While conducting an instrument training flight, I heard minneapolis center report that VFR operations were now back to near normal. I asked if that was information I could rely on. He replied that except for operations in class B airspace, VFR operations were approved. Since we were at the end of our lesson, I canceled IFR and had my student fly back to the airport (still under the hood). Upon landing I learned that training flts were still not approved under VFR. What I should have done is requested permission to leave the frequency and talked to flight service, to determine the actual wording of the NOTAM, or continued IFR and canceled on the ground.

Title: CESSNA 172 INSTRUCTOR GIVING INSTRUMENT FLT TRAINING CANCELED IFR AND RETURNED TO HOME BASE VFR WHEN INFORMED BY ARTCC CTLR THAT VFR FLTS OUTSIDE OF CLASS B AIRSPACE WERE AGAIN APPROVED. HOWEVER, AFTER LANDING HE LEARNED THAT VFR TRAINING FLTS HAD NOT BEEN RE-APPROVED.
