Narrative:

We were departing fsw on an IFR flight plan to mkc. We departed fsw VFR and almost immediately called ATC on 135.6 to pick up our IFR clearance. ATC responded by giving us a squawk code and told us to climb to 10000 ft. After a min or so, we were told to report back to fsw, close our flight plan and call flight service. We asked what the problem was. ATC responded that we were not supposed to leave the airport without a clearance on the ground. The controller also gave a number for the captain to call. We cancelled our flight plan and went back to fsw. The captain called and gave his credentials. Problem: we departed VFR when no VFR flts were allowed because of the 9/tue/01 bombings. The very next day we were allowed to pick up clrncs in the air. Solution: I don't know if there is one. This was a very unusual scenario. A lot of new rules were put into effect that week. Many rules were interpreted differently. For example: we heard another pilot get his clearance in the air. Another example: security varied widely from FBO to FBO. At one FBO, you had to be escorted to your aircraft. At another FBO, you had vehicles (private) drive up to aircraft. You also had FBO's where there was free movement through the security area. Very hard week for the whole nation to adjust to new rules and regulations.

Title: CESSNA CITATION FLT CREW TOOK OFF WITHOUT A FLT PLAN CLRNC WITH PLANS TO PICKUP AN IFR FLT PLAN AIRBORNE. HOWEVER, AFTER ARTCC ISSUED AN IFR CLRNC INITIALLY, THEY SUBSEQUENTLY INSTRUCTED THE FLT TO RETURN/LAND AND FILE BEFORE TKOF.

AT ONE FBO, YOU HAD TO BE ESCORTED TO YOUR ACFT. AT ANOTHER FBO, YOU HAD VEHICLES (PRIVATE) DRIVE UP TO ACFT. YOU ALSO HAD FBO'S WHERE THERE WAS FREE MOVEMENT THROUGH THE SECURITY AREA. VERY HARD WEEK FOR THE WHOLE NATION TO ADJUST TO NEW RULES AND REGS.
