Narrative:
Our flight air carrier X was cleared to land at sea on runway 16L. At about a 4 mi final, tower cleared an air carrier Y B737 who was rolling out on runway 16R to cross runway 16L and taxi to gate. At the time, the air carrier Y B737 was only about 1/2 way down the runway (runway 16R). Tower later instructed air carrier Y B737 to expedite crossing of runway 16L because of traffic on a 1/2 mi final (our flight air carrier). As we reached 1000 ft AGL, the air carrier Y B737 was still on our runway crossing the rollout end. The first officer (PNF) called for a go around and a go around was initiated. We received vectors back to land without further incident. Disturbing factor was that sea tower did not call for us to go around when we were basically in our flare and air carrier Y B737 was still crossing runway. We were prepared to do a go around from the initial time tower told air carrier Y B737 to cross runway 16L, because looking at his position we did not think he could cross him in time. Poor judgement on tower to issue the crossing when the air carrier Y B737 was still rolling out and we were within 3-4 mi of our runway.

Title: DC10 CREW WAS FORCED TO EXECUTE A GAR AT 100 FT BECAUSE THE ATCT LCL CTLR CLRED A TAXIING ACFT ONTO THE RWY AHEAD OF THEM ON RWY 16L AT SEA.
Narrative: OUR FLT ACR X WAS CLRED TO LAND AT SEA ON RWY 16L. AT ABOUT A 4 MI FINAL, TWR CLRED AN ACR Y B737 WHO WAS ROLLING OUT ON RWY 16R TO CROSS RWY 16L AND TAXI TO GATE. AT THE TIME, THE ACR Y B737 WAS ONLY ABOUT 1/2 WAY DOWN THE RWY (RWY 16R). TWR LATER INSTRUCTED ACR Y B737 TO EXPEDITE XING OF RWY 16L BECAUSE OF TFC ON A 1/2 MI FINAL (OUR FLT ACR). AS WE REACHED 1000 FT AGL, THE ACR Y B737 WAS STILL ON OUR RWY XING THE ROLLOUT END. THE FO (PNF) CALLED FOR A GAR AND A GAR WAS INITIATED. WE RECEIVED VECTORS BACK TO LAND WITHOUT FURTHER INCIDENT. DISTURBING FACTOR WAS THAT SEA TWR DID NOT CALL FOR US TO GO AROUND WHEN WE WERE BASICALLY IN OUR FLARE AND ACR Y B737 WAS STILL XING RWY.
