Narrative:
We were given the clearance to cross marit at 10000 ft on STUK9 arrival. The STAR said to cross marit at 250 KTS. We were slowing as we crossed. My copilot asked the controller if we had to stay at 250 KTS, because they had not assigned it. The controller said yes. Then another controller came on and said he showed us 7 mi past marit. At that point we were at 240 KTS, not at 250 KTS. I was somewhat puzzled by the remark since we were below the required speed. When we landed I called hou tower to see if they had a number I should call and they said that there should be no problem and not to worry about it.

Title: DURING DSCNT ON A STAR ARR INTO HOU, A BE400 CREW FAILED TO MAINTAIN SPD DEPICTED FOR THE ARR.
Narrative: WE WERE GIVEN THE CLRNC TO CROSS MARIT AT 10000 FT ON STUK9 ARR. THE STAR SAID TO CROSS MARIT AT 250 KTS. WE WERE SLOWING AS WE CROSSED.
