Narrative:

I departed newfare/hollands field, ny, for eloy, az. My route of flight would take me straight south and just east of buffalo international airport. I departed just VFR and there was a broken cloud layer around 8000 ft. Because flight over international waters was prohibited, VFR flight on a direct course to eloy, az, was out of the question. So my route of flight consisted of a climb to 12500 direct to buf VOR and then a right turn wbound direct to canton, oh, then direct to my destination frankfurt, in. I chose this route because it would keep me east and south of lake erie and in turn clear of canadian airspace. Also, before I left on my flight I contacted FSS on the ground to get essential WX and restrs for the flight. I was informed of various WX patterns in the oh area and flight restrs in foreign airspace and new class B airspace restrs, I was not informed about any special restrs over buffalo a class C airport, so my route of flight over the buffalo area should have been non-eventful. Later as my flight was in progress I had to make altitude and small directional changes to avoid clouds and ensure VFR separation. After my flight concluded to fkr, I was receiving fuel to continue on my next leg to az. At this point many police officers arrived and later detained me and searched my aircraft. I was then taken to the detectives office and questioned about my flight. Then I was told, that I had been intercepted and followed by two F16's. They claimed that this action was taken, because I was reported making drastic maneuvers over the city of buffalo. The detective read me my rights, photographed myself and the aircraft. We continued to have a recorded conversation (per the request of the fbi). But after the questioning the officer returned a phone call to the fbi and they said to release me. I was then taken back to the airport and released to continue on my way home. I didn't receive any papers of any kind, I was just let go. I'm not real sure what I did wrong. My intentions over buffalo on this flight were to make a course/direction change to continue wbound to az, I was squawking 1200 a VFR squawk and was also flying a VFR altitude (12500 ft). I was talking to ATC, but I was monitoring the center frequencys as my flight progressed. Sorry I inconvenienced the us govt and all the other ctlring agency's over this mix up. I understand all the actions that need to be taken after the wrongful attack on ny.

Title: DHC6 PLT MADE A VFR FLT PLAN FLT FROM S OF BUF TO FKR FOR REFUELING FOR DEST OF ELOY, AZ. WHILE DURING REFUELING AT FKR, HE WAS DETAINED BY THE LOCAL AND NATIONAL LAW ENFORCEMENT OFFICERS FOR WHAT APPEARED TO BE ERRATIC MANEUVERS OVER BUF CITY AS WITNESSED BY MIL ACFT MAKING A SECURITY CHK.

ALSO, BEFORE I LEFT ON MY FLT I CONTACTED FSS ON THE GND TO GET ESSENTIAL WX AND RESTRS FOR THE FLT. I WAS INFORMED OF VARIOUS WX PATTERNS IN THE OH AREA AND FLT RESTRS IN FOREIGN AIRSPACE AND NEW CLASS B AIRSPACE RESTRS, I WAS NOT INFORMED ABOUT ANY SPECIAL RESTRS OVER BUFFALO A CLASS C ARPT, SO MY ROUTE OF FLT OVER THE BUFFALO AREA SHOULD HAVE BEEN NON-EVENTFUL. LATER AS MY FLT WAS IN PROGRESS I HAD TO MAKE ALTITUDE AND SMALL DIRECTIONAL CHANGES TO AVOID CLOUDS AND ENSURE VFR SEPARATION. AFTER MY FLT CONCLUDED TO FKR, I WAS RECEIVING FUEL TO CONTINUE ON MY NEXT LEG TO AZ. AT THIS POINT MANY POLICE OFFICERS ARRIVED AND LATER DETAINED ME AND SEARCHED MY ACFT. I WAS THEN TAKEN TO THE DETECTIVES OFFICE AND QUESTIONED ABOUT MY FLT. THEN I WAS TOLD, THAT I HAD BEEN INTERCEPTED AND FOLLOWED BY TWO F16'S. THEY CLAIMED THAT THIS ACTION WAS TAKEN, BECAUSE I WAS RPTED MAKING DRASTIC MANEUVERS OVER THE CITY OF BUFFALO. THE DETECTIVE READ ME MY RIGHTS, PHOTOGRAPHED MYSELF AND THE ACFT.
