Narrative:
Initially received a vector and descent clearance to FL250. After a couple mins, controller said 'air carrier XXXX cleared direct cofax and uhhhh 250...that will work.' we read back 'direct cofax down to FL250.' we never received a crossing restr. 9 mi west of cofax the controller asked us if we would be able to make cofax at FL250 or else he would have to make several phone calls. We said that he should probably start making the phone calls. We increased our descent and missed cofax by 1000 ft. We were then passed on to ZNY. We feel that this was caused due to non standard phraseology.

Title: A B737-300 FLC IS GIVEN AN IMPROPER CLRNC THAT WAS MEANT TO BE AN ALT XING RESTR BY ATC FOR COFAX INTXN, PA.
Narrative: INITIALLY RECEIVED A VECTOR AND DSCNT CLRNC TO FL250. AFTER A COUPLE MINS, CTLR SAID 'ACR XXXX CLRED DIRECT COFAX AND UHHHH 250...THAT WILL WORK.' WE READ BACK 'DIRECT COFAX DOWN TO FL250.' WE NEVER RECEIVED A XING RESTR. 9 MI W OF COFAX THE CTLR ASKED US IF WE WOULD BE ABLE TO MAKE COFAX AT FL250 OR ELSE HE WOULD HAVE TO MAKE SEVERAL PHONE CALLS. WE SAID THAT HE SHOULD PROBABLY START MAKING THE PHONE CALLS. WE INCREASED OUR DSCNT AND MISSED COFAX BY 1000 FT. WE WERE THEN PASSED ON TO ZNY. WE FEEL THAT THIS WAS CAUSED DUE TO NON STANDARD PHRASEOLOGY.
