Narrative:

We were level at FL270 and noticed 2 traffic idents on TCAS at FL280, flying in opposite direction to us. Second aircraft began descent. I noticed immediately when they were 100 ft low, then 200 ft low, etc. ZID told us to turn 30 degrees to the right. TCAS RA told us to descend. We had visual on the MD88 and I chose to continue the turn and maintain altitude. The other aircraft climbed back to FL280, which I saw on TCAS. The MD88 was on another frequency and controled by atl. We queried ATC and was given number to call. Spoke with both ZID and ZTL. They said controller and situation was being investigated. We all agreed that TCAS saved the day.
