Narrative:
On arrival sfo runway 28L, B767 ahead 4 mi for runway 28R. After landing, B767 cleared to cross runway 28L, on short final, it appeared B767 may not have been clear of runway. Queried local controller and was advised the B767 was clear of the runway. On clearing runway 28L at taxiway east, we could clearly see that approximately 30-40 ft of B767 extended beyond the hold bar to the runway side. Advised ground control and was told the aircraft 'appeared' to be clear from ATCT, and that airport movement area system did not warn of conflict. Poor human factor operation and reliance on airport movement area system to provide warning.

Title: LNDG B737-400 FLC QUESTION SFO LCL CTLR THAT XING B767 IS NOT CLR OF RWY DURING LNDG ROLL.
Narrative: ON ARR SFO RWY 28L, B767 AHEAD 4 MI FOR RWY 28R. AFTER LNDG, B767 CLRED TO CROSS RWY 28L, ON SHORT FINAL, IT APPEARED B767 MAY NOT HAVE BEEN CLR OF RWY. QUERIED LCL CTLR AND WAS ADVISED THE B767 WAS CLR OF THE RWY. ON CLRING RWY 28L AT TXWY E, WE COULD CLRLY SEE THAT APPROX 30-40 FT OF B767 EXTENDED BEYOND THE HOLD BAR TO THE RWY SIDE. ADVISED GND CTL AND WAS TOLD THE ACFT 'APPEARED' TO BE CLR FROM ATCT, AND THAT ARPT MOVEMENT AREA SYS DID NOT WARN OF CONFLICT. POOR HUMAN FACTOR OP AND RELIANCE ON ARPT MOVEMENT AREA SYS TO PROVIDE WARNING.
